[SOLVED] On startup my PC reboots about 5 to 7 times, then boots to Windows ?

So yesterday I upgraded a number of items in my pc as I have done before multiple times. The pc on first start up, with my m.2 nvme ssd with Windows OS, reboots 5 or 6 times before the start screen finally comes up. I updated drivers and everything on the pc and cannot seem to find the issue.

Issue: PC reboots 5 or 6 times on startup then finally boots to start screen.

PC Specs:
CPU - i5-13600k
GPU - XFX AMD 6650-XT
MOBO - MSI PRO Z690-A DDR4
RAM - 4x8GB (32GB Total) G.Skill Ripjaws 3200Mhz
HD - Crucial C2 2.0TB m.2 nvme ssd
HD - Toshiba 1.0TB m.2 nvme (OS)
PSU - Corsair cx750m PSU

Please, any insight to what could be the issue would be a great help!

What did you update? Can you check and see what BIOS version you're on at this moment of time?

Crucial C2 2.0TB m.2 nvme ssd
Toshiba 1.0TB m.2 nvme (OS)

Might want to see in Device Manager if there's anything flagged with a yellow exclamation mark.

PSU - Corsair cx750m PSU
How old is the PSU in your build?

All the parts besides the Toshiba m.2 ssd are brand new

So sorry, only saw the last part of your message.

I already updated to the latest bios.
And device manager has no yellow indicators.

Your symptoms suggest that your ram settings were not good for the motherboard.
In that case, the motherboard will try different settings to get to run.
That takes time.
Is the ram from a single 4 x 4gb kit?
If not, you may have to set suitable settings yourself.
Correction on my part, I have 4x8GB so 32 GB total. And I had already tested the ram put on another bench that worked fine. I already enable xmp for them on the new motherboard too.

I have done an upgrade to windows 11 but not a true freah install

Well, do that properly, meaning a full wipe and reinstall. That's the best practice with an upgrade like this, and even if you choose to cut the corners, once symptoms like this appear, it's the first thing to try. Windows does a better job than it used to in trying to compensate for people not doing things properly, but with major upgrades, it's frequently disastrous.

I really didn't want to have to do a full wipe with a boot disk. But, if that is the last option than I suppose I will

Important files should always be backed up anyway.

Realistically, this is the first option, not the last one. Other options result in trial-and-error involving buying and swapping and testing hardware. Wiping the hard drive properly and installing Windows is free, and is what should have always happened in the first place.

So upon doing a fresh install, the issue persists. Not really sure where to go from here

Unplug all disk does it do this same restart thing or does it go straight to the bios?

As another note, every other time it reboots my fans go into 100% power, then idle fan speed on one reboot, then 100% then next reboot. But it only does this with the disks connected to the system

After only inserting the brand new m.2 with the os it started the issue again
Sorry for the bombardment on this thread, just trying many things. So it does this no matter what disk is plugged in to any slot. OS installed or not is still does it.

The debug LEDs on the mother board are:

1- CPU
2 - DRAM
3 - VGA
4 - BOOT

in the reboot process it goes 1 > 2 > 1 > 2 > 3 >1 then reboots. It hovers at 3 for a second or thing where 1 and 2 are very brief.

Install one disk at a time if that disk shows the problem remove that disk and install a different disk if that disk also shows the problem remove that disk and install the last disk.

What are the results?

Tested this and each disks provides the same issue. All disks removed it boots straight into the bios
 
Scratch that... I had disabled xmpx to see if that was the issue at the same time. Didn't get a chance to test separately. Removing the gpu and using on board graphics it comes up just fine. So GPU Issue?
Gpu?....perhaps.
Just to muck around install the gpu and use one stick of ram in the proper slot test with xmp on/off.

If still a problem swap the stick of ram and test.

Finally fixed the issue. Turns out the new gpu was faulty. Snagged another gpu from a different bench that I know works and presto, came up first try !
