Question One of the GPU fans is trying to spin but it can't ?

I need help with one of my GPU fans. it has 2 fans but one spins and the other one wants to spin but can't somehow, any help would be appreciated thanks!

Take a look at them as your pc boots up , do they both spin for a few seconds.
Load up a demanding game that will send your cards temp above 72 to 75 degrees , do you see them both spin as the card gets hotter

nope, only one fan spins the other one moves a tiny bit, it's like if it wants to spin but it's being stopped

Since you posted the question i have used an air duster to clean the inside of my 3 pc's , on 1 of them i noticed 1 fan trying to move , i very carefully pressed the gpu against the mobo and the fan worked so maybe it was not quiet seated in to sockets
