Question PC getting no power from power supply ?

I was upgrading a few parts in my PC, hooked up brand new EVGA 700 GD power supply and the lights on the motherboard don't even come on (MSI MPG z490). I tested the power supply with a paper clip and it all seems to be working fine, but when its hooked up to everything in my PC the fan doesn't spin at all. I was only upgrading the GPU and PSU so the motherboard and CPU were both working fine before.
Any suggestions appreciated!

If PSU is (semi)modular, did you use cables that came with it ?

PSU isn't modular, so yes.
