Somebody help me. I tried turning fast boot off, but this didnt help.

Boot back into uefi bios, tell me what bios revision you have currently ?
Also record again and show us the fan speed for the case fans and cpu.

i did the flash bios and took 7C91vA53(Beta version). I am thinking about downloading the lastest non beta version. CPU fans are not on. Is this a bios problem?

Make sure the cpu heatsink fan is on "cpu_fan" three pin, double to the bios and attempt to adjust the fan speed normally.
Also do not bother with the beta version of any bioses, unless its only thing there provided by the manufacturer.
The latest bios update should be enough, if all else fails call the mobo manufacturer and explain the whole problem to them.

I took every cable out of the motherboard, and this has fixed it thankfully. Something must have been loose. Never seen a PC go that crazy.
