Question PC Monitor #1 Says no Signal, second one works fine but needs a hard reboot to get the first one to work. Why?

So a PC I have is acting strange ever since I updated the BIOS(I cleared CMOS already to see if it was the problem) and ever since then my PC's main monitor always says no signal first time I boot up my PC. I've tried updating BIOS, updating both monitor / GPU drivers but It's only fixed if I unplug my PC entirely or turn off the PSU and then suddenly it works. But then when I leave my PC plugged in(but shut down) and try turning it back on after a while my PC requires two power button presses in order for it to turn on and post. From what people have been telling me it's a PSU issue, is this the problem? Also, if people are wondering why I updated my BIOS it was because for some reason my peripherals(i.e mouse, keyboard) would not work when I turn on my PC(something rolling back bios version didnt fix).
