Question PC turns on and then off in a millisecond ? (I suspect the mobo)

Hello. I am facing a difficulty. I had an old pc of mine, that i wanna give to my brother. I disassembled it to just the mobo and psu + cpu. With, or without the cpu the PSU turns on for just a spin then turns off, so its not the cpu. I saw some bent pins, could that be the problem? Keep in mind it does the same thing WITH or without the cpu. I start the pc using jumping the pins.
THE SPECS:
Be Quiet Pure Power 350W (testing PSU)
ASROCK B75 Pro 3-M
Intel Core i5 3570 4-core

Bent pins in the CPU socket ? If so, thats bad if you cannot straighten them. Very delicate operation.

I dont care if it wont work, i just wanna know if the bent pins could affect the mobo not turning on EVEN WITHOUT the cpu on

The pins in the socket should not touch each other under no circumstances. If they do they can be causing short which may prevent system from starting.

You have to straighten bent pins.

They have to be perfectly aligned. If they're not, then it's not enough.
