[SOLVED] PC won't boot first time but it does after a couple of hard boots ?

Every time I boot my PC for the first time in the day it doesn't fully boot and all the hardware doesn't turn on ass well as the CPU fan (The case fans are working).

In order to properly boot I have to restart it a few times (Hard Boot from the power button),
and sometimes after turning the PC on it instantly shuts down and turns back on (It does this 1 to 3 times in a row)

I tried troubleshooting it (CMOS restart and checked all the parts) but no luck and also replaced the CMOS Battery.

Any ideas what can cause this issue?

Full system specs:

-TUF x470-PLUS Motherboard
-Ryzen 7 3700X
-Cerberus GeForce GTX 1070ti
-2x8gb DDR4 3200Mhz HyperX
-255gb Kingston SSD
-TOSHIBA HDD 1TB
-CORSAIR CX750 80 Plus Bronze
 
Solution
Test your ram.
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Verify that the ram settings actually used are what you expect.

Ok try unplugging keyboard, mouse, hd, (not the ssd)and anything else you may have in usb ports. Try and start pc. If it does start, plug one item in at a time and power on pc to see if one of them is causing the problem.
Thank you for the suggestion, it's a bit tricky to test this since the PC sometimes starts first try and other times I have to do a couple of Hard Boots.

But I'll give it a try to see if the problem lies there.

Such restarts may be the motherboard bios trying to find ram settings that works.
If your ram is not from the same matched kit, that could be the issue.
What is your motherboard bios level?
CPU-Z/mainboard will tell you.
The current level is AH.
Previous updates included ram compatibility updates.

Both of my RAM's are 8gb DDR4 3200Mhz HyperX and they're placed in 1 & 3 Slots.

The version of my bios is 5406 - AMD AGESA Combo - AM4 1.0.0.4 (Date: 11/13/2019)

Since it says 2019, could this be the issue? I'm asking because the problem that I'm facing started happening all of a sudden.

And one more thing does it matter if I download the drivers from MSI or TUF for the same model of motherboard?
