Question PC won't start up

PC Specs:
---------------
AMD ryzen 5 3600
msi mortar b450 max
G-skill flare X 16GB
ASUS GT710 GDDR5
cooler master v2 550w => MWE Bronze

When I start the PC , The EZ debug leds (only BIOS, DRAM, VGA not CPU) switch on with the fans just for a second and then everything shut off.
Also I have to remove the power cord from the plug in order to duplicate the issue.

Tried:
---------------
  • Shorts the jumper
  • Remove the battery for a minute

So what can be the problem here?
 
PSU: How old? Heavy use for gaming, video editing, or even bit-mining?

Thermal paste/CPU? Could be a thermal shutdown.
1/2 months old. just casual gaming.
Thermal paste was already in stock fan. Did not apply any externally.

it's monsoon, so could it be humidity?

Just removed old paste & applied new one. Still same.
And CPU fan does not start. Q-Flash plus button LED is working.

Turns out the PSU was the problem and I got it replaced. But still, the problem persists. So I began some trial and found out that if I connect only a 24-pin atx connector(no CPU 8 pin) then the motherboard start(fan, SSD) but as soon as I try to connect CPU 8 pin , the motherboard shuts down with some sound(like short circuit).

So is it the the motherboard or CPU problem?

What make and model is the new PSU? Modular?

Could be a faulty cable, splitter, or adapter....

I would double check all the connections: cables, plugs and ports. Ensure that all are fully and firmly in place.

Verify that I found the applicable motherboard - version and details matter.

Take a close look at "Overview of Components" starting on physically numbered Page 25.

Work your through the section connector by connector. Do start by reading the entire User Manual first. There may some relevant fine print, notes, warnings, etc. somewhere that may have been overlooked.

Verify that all connectors are both correctly made and securely connected. Inspect plugs and ports for signs of damage or debris.
