Question PC won't turn on after upgrading parts

I have just upgraded my CPU, motherboard and ram from an i3 4160, Gigabyte B85-HD3, 8Gb of ddr3 ram to an AMD Ryzen 5 2600X, Asrock B450M Pro4, 16Gb of ddr4 ram. When I test benched the new parts on the motherboard box along with the psu, nothing turns on, it appears dead. When I plug the PSU into my old parts cpu fan and psu fan start spinning and it appears to be working (this morning the system with the old parts was working fine). My PSU is a Seasonic G-450 450w Gold Rated. I've tried moving the ddr4 ram around and even tried starting it without ram to no avail. I've checked the cpu for any bent pins and it all looks intact. I have reseated the 4x2 cpu pin and the 24 pin over and over with no result. I tried starting the system without the CPU and it was still dead. I'm thinking the new motherboard might be defective. Is that really the case?
