Not just the RTX2070 GPU.
You must add up the wattage requirements of all installed components and add 25% more to that total to establish the necessary PSU wattage.
Then you want a PSU with good efficiency ratings and product reviews.

That PSU is NOT good at all, best to replace it with a good quality unit.
