[SOLVED] Power Supply limiting graphics card OC?

Ive been trying to OC my evga RTX 2070 XC Gaming with MSI Afterburner's OC Scanner and it said the main limiting factor was power
The curve tops out at 1965 MHz at 1162 mV and above:

Is this abnormally low? If so, is it being limited by the PSU?

No, it's not low. Blame Nvidia for being conservative with the power limits.

It's like this with all Pascal and Turing cards, except the really fancy models that have those power limits removed.
