PSU Sounds like HDD

I have no idea what's up here. I just hooked up the fan controller that came with my case and whenever I turn either of the fan knobs down all the way my PSU starts sounding like a HDD. It makes clicking noises. It's not really loud but audible enough to be annoying, plus PSUs aren't supposed to sound like that. It only happens if I turn the fan knobs down, and it gets worse the lower they are. What could make this noise and should I RMA?

My case is an NZXT Lexa S and my PSU is a Rosewill RV2-700 700W.

Sounds like something shorting out/arcing. Maybe there is something wrong with the fan controller, if it works fine without it.
