Question PSU with less than 1 ms "PWR_OK inactive to DC loss delay" ?

Hi, I have a question about the PSU hold-up timings.

I've googled and found out the definition of some PSU timings. These are things that I know (or I think I know):

hold-up time (>17 ms)
AC loss to PWR_OK hold-up time (ATX T5>16 ms)
PWR_OK inactive to DC loss delay (ATX T6> 1 ms)
T5+T6=hold-up time
Hold-up times less than 17 ms can cause problems in the case of input power interruption, specially when there is a UPS.
T6 time more than 1 ms is OK, less than 0 is inaccurate because PSU wrongly sends power good signal to CPU timer chip while it is not so.

The thing that I want to know:

What happens and what kind of problems will a PC face if it is between 0 and 1? Can it cause any damage to other components of the PC?

It would be so appreciated if anyone could clarify this for me.
