i have a question regarding RAM capability with cpu and mobo

CPU, Xeon 1620 v3
Memory Types DDR4 1333/1600/1866/2133

Mobo, Asus x99 pro
Memory8 x DIMM, Max. 64 GB, DDR4 3300 (O.C.) / 3200 (O.C.) / 3000 (O.C.) / 2800 (O.C.) / 2666 (O.C.) / 2400 (O.C.) / 2133 MHz Non-ECC, Un-buffered Memory
Quad Channel Memory Architecture
Supports Intel Extreme Memory Profile (XMP)

and where I'm from, i found RAM with 2133 and 3200 with the same prace.

i understand that RAM speed will probably be downclocked to match the lowest FSB/Memory controller in the system, in my case the CPU, therefore there going to be no difference in performance between those two speeds.

question, is this combo: my CPU and Mobo with Ram at 3200 will work normally and stable, or it will be better to go with 2133 ? what is your point of view in this matter, and what is best CPU for this build.

and please, where i can find RGB liquid cooler for LGA 2011v3 Socket ? site must support shipping to Tunisia.

you think the system won't be stable ?

the reason why i choose 3200, if for future cpu update.

as for rgb water cooling, you sir think i can find one for the socket ?

With some exceptions, Intel performance is not much dependent on ram speeds.
Take your pick.

Is your interest in rgb "bling" or in good cooling?
For most, a good air cooler will do the job cheaper, quieter, and more reliably.
yes sir, very interested for the ARGB or RGB components. o have cooler master h500 case
