My Current config is

MOBO: Gigabyte Z390M
CPU: i5-9500
Memory: 2xCorsair Vengeance LPX 8GB 3200MHz DDR4
SSD: Samsung 970 evo plus

Now i am going to buy two more memory sticks, my choices are
  1. Corsair Vengeance RGB Pro 8GB DDR4 3200MHz
  2. Corsair Dominator Platinum RGB 8GB DDR4 3200MHz
Now my question is, is there any issue/bottleneck for mixing RGB and non-RGB?

RGB has nothing to do with the problem.
You must chose RAM with the same speed and latencies.
And even than, by mixing 2 kits, there is no guarantee that it will function. You can have any of the 3 possibilities:
  1. works perfectly
  2. intermittent problems
  3. does not even boot
Or eventually, it works but at the slowest common speed (likely 2133 MT/s)
