Question Reboot loop on a used motherboard - Can a smart mind help me troubleshoot ?

Hello ! I like electronics and I started to try and buy faulty mobos to fix them.

Setup :

2 Asus Pro Gamer Motherboards
I7-4790k
8 GB of Ballistix Ram
Pure Rock 2 heatsink and fan

All this on a silicone mat, out of the case.

What happened :

I had an old GPU that i used to test mobos with, so i tried starting my first B85 with it, with a full setup as described and it instantly goes into a boot loop. All fans start for a fraction of a second then stop to an almost stop, then again and again.

I try and hook up my second B85, without my GPU, with only the strict minimum, and it starts. I kill it, install the GPU, then boot loop.

What I tried :

All components appart for the motherboard have been tested and known to work.
I tried basic manipulations like BIOS reset, different stick of RAM, removed and reinstalled everything twice.
I tried to mesure stuff with a multi-meter but i really didn't find anything relevant, probably due to my lack of knowledge.

Could you guide me through testing procedures ? I have a solder station and i intend to fix it even if it costs me, they were cheap those mobos so if i fail i will have trained.

You forgot to mention the make, model and age of the PSU used to power all of the above. You should also include the make and model of your GPU as well.

Asus is the brand of the board while Pro Gamer is the series off which the board comes from,. What is the exact model for the board?

Did you inspect the CPU's socket for any bent or broken pins?

I indeed forgot details as I rewrote my message, my motherboards are Asus B85 Pro Gamer and my PSU is LDLC ATX 550W (unknown age, bought used on ebay). It might sound low but I powered without any issue my main setup with it, composed of an RTX 4060, and a big processor. As for the old GPU I used, it's a Gigabyte GV-N460OC-1GI, or a GTX 460 (why two names?).

Both sockets are fine, the motherboard that worked for a moment actually had bent pins but I tried and fixed them, seemed to have worked for a bit. Anyway, the first one as intact pins and I believe they suffer for the same problem so I ruled out the socket.
