Question GPU fan runs at max speed for a few seconds, RPM and Fan Speed not consistent in GPU-Z ?

Hello, I have been facing an issue over the past few weeks.

GPU: RTX 2080 Ti

When I use 3D software like Unreal Engine or Blender, the GPU doesn't maintain a consistent speed. Instead, it suddenly peaks at maximum speed for a few seconds before returning to normal.

I can't find a solution using MSI Afterburner, as the RPM seems to be entirely independent of the settings.

I try to explain:
If I set the the fan speed at
30% the RPM is 1548 -
60% the RPM is 3003 RPM -
100% the RPM is 5007 - Screenshots below

Now let's jump on the issues:

You can see the RPM jumped to 5317 twice for few seconds while the fan speed is set is a 30% and it's a flatline, no peaks shown

same here, RPM at 5321 for few seconds but the fan speed is set at 65% doesn't show any changes

Afterburn controls the fan speed but not the RPM. What can I do to fix this issue, and what could be causing it?
