Question RTX 4060 on 310W PSU?

Hello,
I have question, I'm trying to help my friend because he doesnt know very much about computers and he wanted to upgrade his pc but can't afford to buy a new one.
The main reason he wants to upgrade his pc is that he's getting frame drops to 50fps while playing cs2 since it's launch(it's his main game he does'nt play anything besides that and valorant).
I quickly recognized the problem which is his gpu GTX 1060 3gb OEM from HP prebuilt he has (HP Pavilion Gaming Desktop 690-0013nw),
but i have a little problem to choose gpu for him that would be safe for his psu that is 310w and has 80+ gold certificate.
I've come up with the idea of rtx 4060 because of its low power tdp which is 115w and undervolting it to lower the watt gap to make some working space for the psu, but im not sure if its good idea, like i mean will the psu gonna work with that wattage since the his 1060 pulls 100w and its only 15 watts diffrence and not turn off, I could even take out the dvd drive cause he's not using it and it only takes power. I also thought about recomending him 3050 6gb but i'm affraid that it's not going to bring much a diffrence between the 1060...
What do you guys think?
 
does the psu have 8pin pcie cable?
it only has 6 pin cable but 6 pin have the limitation of 75w and pcie slot has also 75w so it gives 150watts so the cable probably will not burn off i guess that's the people on other forums have said so we can go with the adapter.
 
what motherboard chipset does that have? gtx 4060 using pcie 4.0x8 on a 2.0x8 motherboard would be some limit
to be honest I'm not sure because i can't find a clue about that on the internet but since it has i5-8400 i guess it has pcie 3.0
 
I would even question if the PCI-E slot can deliver the standard 75 watts Dell and HP have been known to limit that lower.

It's not about what you pull out 115w can still spike higher minimum requirements are there for a reason. Some models can do 130w
what about power limiting the card, undervolting or underclocking? i think it would go under 100w if i did some tweaks

Anyways what about the rx 6600? it pulls 100w like the 1060 he got in his pc and can pull lower if I do some UV.

if it was a dell oem they probly designed it with lower thermal power or lower clocks.

there is zero guarantee

you could also just upgrade the psu if its a dell psu a FSP500-20TGBAA model psu should work.

Can't do its HP the motherboard is a sunflower type and on ebay i say 400w model for 100 pounds... not worth in my opinion
