Question RX 580 Strix Fans

Is anything out of the norm?

Furmark reports the fans being ran at 100% while MSI Afterburner reports it around 50%.
Fan RPM ramps up quick to 2000 rpm and is very high and is very audible ever since I got the GPU second hand.
The temps are in range of what an RX 580 would be in considering how fast and loud the fans get.

This applies to stress testing and regular gaming

I have the Asus RX 580 Strix 08G

I have tried
-Thermal Paste change
-DDU driver reinstall
-Reinstalling Windows

Could it be the GPU BIOS?

The temp is perfectly safe, as for the fan speeds I would create a custom fan curve via MSI Afterburner to keep the fan speeds within reasonable speeds to they aren't running too loud. I would set 100% fan speed @75C and then taper down from there.
