Question Ryzen 5 2600 + GTX 1660 bad performance

Hi, these are my specs :

Ryzen 5 2600 running at 3.85 ghz at max of 70C under load, never maxes out
MSI GTX 1660 XS OC 6GB GDDR5 VENTUS 72C under full load
HyperX Fury 2x8GB 3200Mhz RAM with D.O.C.P on 3200MHZ in dual channel confirmed with cpu-z
ASUS tuf b450m plus gaming motherboard
240GB crucial sata 3 SSD, 1TB 7200RPM WD HDD
600W Be quiet system power 9 PSU
decent airflow which prevents from thermal throttling, 70c on avg under gaming load

So what ive tried :
newest nvidia, amd , bios drivers and etc software,,,,,
cranking up fan speeds,
overclocking to 4.1ghz (resulted in a very high cpu temp and reverted back)
changing graphics settings and apis. and benchmarks.
HIGH PERFORMANCE IN NVIDIA CONTROL PANEL AND FOR THE CPU

I basically have some really low framerates compared to results online,
examples : GTA 5 - 29-40FPS ON ultra 1080p
Flight Simulator 2020 - 30-40FPS LOWEST SETTINGS 1080P and crashes with stutters...
Forza Horizon 4 - 40-60FPS ultra (not maximum) 1080p
csgo - 180fps on LOWEST 1080P!
Far Cry 5 - ultra 1080p 40FPS
WARZONE = 29-70FPS LOWEST POSSIBLE SETTINGS AT 1080P!!!!!!!! no matter if i change the settings, its just not playable really, not stuttering but the fps drops way too often from 60

Id just like some help, i bought it almost two years ago and the performance is very dissapointing , i had a 710 with an old phenom before, so id like to actually enjoy games which are newer than 2012!
