I believe Windows allows the user to choose type of format to save pictures,
but now it only allows me to save by bitmap, how can I change it?

Currently using:
Picasa 2
ACDSee 6
Adobe Photoshop Album 2.0 Starter Edition

WinXP Pro
Version 2002 SP1

Are you using 'File - Save As' ?
Try opening picture in Paintbrush and then chose File, Save As ....

Yes, I usually use save as and windows saves it as jpg, iso now only bitmap.

try clearing your internet history and TIF this will usually cure this problem

If your referring to saving pics from a website;This problem occurs if the
Temporary Internet File folder is full.

1. Start Internet Explorer
2. On the Tools menu, click Internet Options.
3. Click the General tab.
4. Under Temporary Internet files, click Delete Files.
5. When you are prompted to delete all temporary Internet files, click OK.
