Question Should I upgrade my cpu or gpu?

I don’t know know if I should upgrade my cpu from Ryzen 2600x to a Ryzen 7 3700x or my gpu from Radeon Rx 580 8gb to Radeon 5700xt or NVIDIAt gtx 2070 or 2070 super. My bottleneck calculation says that my gpu is too weak for my cpu with an average bottleneck of 30.89 %. I was think of getting one of those cards mentioned above so that my bottleneck will be below 10% but I also want the 3700x because a lot of people are taking about it and saying that it’s really good. My budget is $400 and if I get the 3700x, I might also get a liquid cooler or an aio. Pls help me decide!

I wouldn't get the 3700X.
Your CPU is plenty fast to run any GPU you mentioned.
I'd go for the GPU.
I think upgrading the CPU is a waste at this point.

What is your monitors resolution and refresh rate and what games do you play?
My monitor is 144hz and I play overwatch, rainbow six siege, fortnite, apex legends, and I also want to future proof for games that are coming out later like cod MW or a new battlefield game that might come out. I should also mention that I don’t plan to oc a lot.
 
Damn... that’s nice. But the cpu’s Being bottlenecked a little but that’s still good!
I wouldn't go by "bottlenecking calculators".
Too much depends on other things.
I would only use them as a GENERAL GUIDE.

Put it this way....I haven't maxed out my 7800X with the RTX2080 Ti on any game I've played....and the latest I'm playing is Warhammer Three Kingdoms on 4K.

Just to give you an idea......

I'm running an RTX 2080 Ti no problem with a CPU that's similar to yours. The i7-7800X.
Also I have a 650w psu and the 5700xt takes at least 30 more watts and that’s only at least. Sry if that number doesn’t freak you out, it freaks me out cuz this was first ever pc build and I made it a month ago.

I know that it is when I’m playing overwatch but I’m pretty sure it’s at 100% when I’m playing other games. Also my cpu is at 100% sometimes.
