You can copy the shortcut to the calculator onto the desktop...

Start>Programs>Accessories> then right-click the calculator and select "Copy"

Right-click your Desktop and click "Paste"

Windows calculator does not have the option of keeping the calculator on top.
For that you can download "Smart Math Calculator" instead. It has a pin-to-top button that lets you keep the calculator on top on other windows:
