Slow internet problem

my internet is from earthlink, and they can only give me 1.5 mbps. However, whenever my parent's computer is on, the internet slows down dramatically, regardless if its loading anything or not.

(i checked all the dsl providers, they cant give me more than 1.5 mbps service, and cable is too expensive)

are there any solutions to this problem? i scanned for spyware, and malware, but i found nothing. Usually when they load a video, they hog all the bandwidth, so i cant even load yahoo.com. Please advise, thanks!

you might want to check if your parents computer is automatically downloading updates, Windows is ALWAYS coming out with new updates and myself i have cable so i dont notice it as much, but when i had DSL (with earthlink too) man the updates would bog down my connection. Something on that computer has to be receiving some sort of information because just being on and connected to the internet would use a micro amount of bandwidth

i scanned their computer but found nothing, they use qvod program to watch their videos, which loads 150 kilobytes per sec, which makes me very slow..
