Question SOLVED! Mouse movement becomes inconsistent during high loads ?

I have a very unique and bizarre issue that I can not find much help on.

Computer:
RTX 3080 10gb
Ryzen 7600x
DDR5 32gb
SSD/M.2 NVME's
Windows 10

Please Note: Neither the CPU nor the GPU are overclocked.

When playing games, any game, and the FPS is either uncapped or does not meet the cap, my mouse will suddenly slow to a halt. Like my dpi is 10. Also, my computer outside of the game is extremely laggy. If I cap the FPS it's usually fine, but I'd like to fix the issue for games like cyberpunk when my computer is chugging at 60-80 fps. This is new, didn't used to happen until a month ago out of the blue.

It's like my computer is prioritizing the game over everything else. Though the computer itself never crashes.

I have tried two mice, my wire Zowie and my wireless Razor mouse. Doesn't matter.

If you have an idea of what this could be, a good way to search for other threads on this type of issue, or a fix I would greatly appreciate it. I really have no idea on what to do here.
 
Also dumb question, but what psu do you have and what does it show vram use at? Could be if you are on the limit of the vram to where that buffer is almost full maybe it’s sometimes bumping against that 10gb buffer and having to swap a little into system ram which you could be feeling in the mouse. Way to know if that’s the case, check the vram use and maybe tick the settings down a hair and see if it improves at all.
 
What might have changed since a month ago when all was well?
Perhaps a bad update, a virus or malware.
Have you started using other apps like discord or editing while gaming?
Look in your installed programs list for any app installed recently.

I have a 850 watt psu. Any I don't think it's an issue with Vram since in CS2 it's a big issue. Also I don't feel like playing games at low locked at 60 fps with a 3080 makes any sense.

Updated the drivers and ran a Malwarebytes scan but the update didn't help and the scan found nothing

SOLVED!

Turns out is was the PSU cable adapter I got from SAMA for my SAMA IM01 case. They seem to have Terrible quality control since this is the second PSU cable I've gotten from them. Very strange I did not expect this to be the issue. I have no idea how to set this to solved so I wont lmao
