Question Steam Quiets All outside audio

My Audio will be set to a certain level, then when I tab into steam or steam game, it quiets everything. I have tried to fix it in communications, didn't work. I have done just about everything suggested to fix it.
Upon recording a reference video, it seems that OBS does not share the same problem as the audio never got quiet

Please watch the volume mixer as I tab in and out of steam.

Can you mention your OS version(not edition)? Is it possible to state your audio equipment and how their tethered? Latest BIOS version installed and try reinstalling the audio drivers?
