Looking for suggestions for best value option to replace mainboard, CPU and possibly Ram and Cooler with a budget between $300 and $500. We do not overclock but do want as solid quality as possible within budget. Was considering i5-13400 or i5-13600 but not sure what mainboard to pair with it for best value. Would like at least 2 usable M.2 slots and 4 DIMM slots. Needs at least 4 SATA ports. Don't need any lighting or bells and whistles. Just want simple, sturdy, and decent performance. Already have case, EVGA SuperNOVA 750 G2, 4 x G.SKILL Ripjaws V Series 16GB DDR4 3600 (PC4 28800) w/ Intel XMP 2.0 F4-3600C16D-32GVKC (Open to upgrading to DDR5 if it makes sense yet), 4 SATA SSD disks, 2 M.2 SSDs and a GeForce RTX 3060 Ti XC Gaming card for the build. I do have a Cooler Master Hyper 212 Black Edition on hand if that is adequate cooling. Thank you for your input.

Thank you for the input. At this point I'm pretty set on the i5-13600K and just need to figure out mainboard, cooler and if I should go DDR5. My personal history with AMD products has not been good including my current Ryzen 7 3700X and I want to go back to Intel. I know they work great for other people but my journey with them has been full of woe.

DDR5 build so that you can take the rams on your next upgrade. The mobo has USB bios flashback.

CPU Cooler: Thermalright Phantom Spirit 120 SE 66.17 CFM CPU Cooler ($35.90 @ Amazon)
Motherboard: ASRock Z690 PG Velocita ATX LGA1700 Motherboard ($149.99 @ Newegg)

Do not be penny wise and try to save $10 on the F model.
Having integrated graphics is useful during testing, and invaluable if you ever have a graphics problem.
There is a continuous gradation of price/performance with Intel chips.
Pick your price point.
For gaming, once you get past 8-10 threads, extra threads become less useful.
With 16 threads, 13400 is a fine pick.
It comes with a useful laminar flow stock cooler that will do the job when gaming.
I would try it first.
Your hyper212 will need a lga1700 adapter to mount it.

DDR4 performance is comparable to DDR5. Since you have 64gb of DDR4 ram, I see no need to change it out.
The motherboard looks ok to me. If you need wifi, perhaps a different motherboard.
MATX will be cheaper, and some come with 4 slots.
Here, for example is a B760M :
