Question UI Lagging while 6% load cpu and 3% load gpu

Hello,
so I was playing Hunt Showdown and my pc started behaving strange. I dropped from 60 fps to 22 fps and the gpu load also dropped in the taskmgr. It was like the whole PC stopped for some ms and then worked perfectly again. Soo I wiped the ssd's and installed win10 fresh. The problem was still there... I circle my mouse and it randomly stops for a very short time and runs normal. everything else does this too.
After a restart of the PC the problem disappears for a random duration of around 4-5 hours.

Because a restart fixes the problem for a while I'm not even sure if I'm searching for a hardware or software problem.

Does someone know what I have too check or what it could be?

The PC currently has: Ryzen 9 3950x, asus rog strix x570 e motherboard, 32gb ram, palit gtx 770.

Check-in with the bleeping computer forums. I don't think you may have gotten a virus but check anyway. It's important to check at least every month. Some can survive a reinstall so please do a scan. If not just talk to the other people. I'm only good at anti-virus areas.
