After inputting the requirements listed below, Pcpartpicker showed me a whopping 0 results. So, I'm hoping to find a good compromise at a good price.

Current requirements:

LGA1700 - i9 12900
1x pcie 16 - rtx 3070
1x pcie 4 - capture card
1x pcie 1 - sound card
at least 2 sata ports
at least 6 usb ports
plenty of the two prong fan ports
port for Corsair H100
SPDIF preferred (never used this tech before, and I'm interested in exploring what it can do to improve my audio)

After easing up on some of the requirements, I found this one:
It's slightly inefficient with extra pcie slots; but if you have a recommendation of a similar one, that'd be awesome. Or, if you think the Asus is close enough, that's fine too.

Thank you!

How about: MSI MAG B660M MORTAR WIFI DDR4,

Do note that this MoBo supports DDR4 and not DDR5. For other options,

Any 600-series MoBo would do. Though, you get most feature rich with Z-series. And if you're getting K-series CPU, then do note, that for CPU OC, you need Z-series MoBo.

Thank you so much. I'm guessing I would put the capture card in the second x16 instead on that board? That wouldn't interfere with the GPU in any way?

Depends how thick the GPU is. By the looks of it (MSI MAG B660M Mortar wifi DDR4), can comfortably fit dual-slot GPU. Triple slot GPU would overhang the PCI-E x4 slot and if you have capture card in 2nd PCI-E x16 slot, it may block off triple-slot GPU fans. That is, if the capture card itself is full-size. If it's half-size (aka low-profile) then it isn't that much of an issue.

To get and idea of the low-profile i'm talking about, here's comparison between two cards:
