Question USB turns off frequently

My desktop got a serious problem on usb in last couple of days. It frequently turns off and turn on again. First I thought it is a windows 10 problem. But the problem also existed when the pc booted into bios. I can't install any operating system from usb for this problem.
My motherboard model is MSI H81M-P33. Is it a motherboard, PSU or bios problem? Anyone expert please help.

try minimise your connected usb devices just to keyboard, mouse and flash device u want to boot with
otherwise u can try disconnecting front panel usb hubs from mobo

I've already done everything you said. But no improvement. I've seen after googling that it may be a problem by bad power supply by PSU. Is it possible?

it could be PSU, or wall outlet not properly grounded
