Question Videos won't load after power outage (likely wrong category)

Today I had a power outage from a storm, all was routine until i tried loading a YouTube video and got message saying "if video continues to load, refresh". I did and still no luck. To troubleshoot I tried Twitch, Vudu, and Netflix, all infinitely loading. I did the routine cache clearing, restarting the modem, ect. My internet speed is normal (a little over 100 MB/s down), and web pages load normally, just videos will not play. All was fine until my power went out and now it seems to have broken java or something, any help is appreciated, and yes, I'm using win10. Thanks.

Edit: A program in device manager failed to initialize during booting, manually switching it on fixed.

Advise PC make model, GPU, PSU RAM and mother board. What program did not load during booting? I would restart your PC to see if the program that needed to starts on it's own, and will hopefully flush out your RAM .
