Question Weird Graphics card problem GTX 1070

Ok so, I posted a thread a few days ago and a guy helped me determine what's the problem, he was a really cool guy and friendly and he did help me, but now I was hoping there was something I could to do my graphics card to maybe fix it, I started having this weird lag

Crysis isn't the only problem where this happens but It seems to be the worst, It's not thermal throttling my temps are fine, everything is fine when It comes to temps, freq, usage, etc.
Also when I start chrome It just shows up a black screen, I searched for the problem and the fix for it was to disable hardware acceleration and I'm pretty sure that has something to do with the GPU.
And I should mention that my graphics card is an EVGA GTX 1070 SC ACX3.0 Black.
I could use all the help I can get, I need suggestions, I tried reinstalling drivers, flashing bios(which i think maybe did something because after doing that it started working like normal for like 3 minutes and the problem came back up again).

It seems like not my graphics card is the problem, the same problem happens with integrated graphics, didnt notice it while playing crysis on the integrated but it is pretty obvious on minecraft and csgo
