- Water or Air cooling?
- Which Case do you have?
- How small is small to you?
- Which Intel CPU are you using?
- Wil you be overclocking?

If you want air and won't be overclocking you budget is probably 3 or 4 what would cover you. You can get by with an air cooler which has heat-pipes. Any of the ones starting at 30 euros [cooler master, deepcool, artic, etc..] will be fine if you aren't overclocking. Brands such as BeQuiet and Noctua will be better. You budget covers almost all options.

Water, again it all depends on your case and usage. Corsair, Deepcool, NZXT etc. You budget probably puts you in the 120mm and 240mm ranges. At the low...
