I'll try to keep this simple if you aren't very good at English or with computers, and you'll probably get a better answer from Google;

Frame drops can be caused by a lot of things, a processor or graphics card that isn't powerful enough, not enough RAM, not enough VRAM. If there's stuttering, it could be caused by a combination of those things. We'd have to see actual benchmarks to be able to help you, and get a list of your computer components.

Honestly, OP, you'll get better answers with a much clearer, more detailed question and a list of complete specs. Stuff like "CPU temperature hight exit the game temperature Low really quickly like instand" and "it can be include laptop with decktop just don't fogot to put laptop and decktop below" are borderline unreadable.

If English is not your first language, you may get better results by using Google Translate or a similar tool.

Not needed if you know how games work, the most common reason for framedrops is that games are being coded for consoles which is a very different environment from windows.

Games are coded in such a way that the physical limitations of the jaguar cores provide a upper ceiling for the main thread so that all the other threads can finish before the main thread needs to continue.

In windows games run with the main thread on a high priority which causes the exact opposite behavior, task manager cuts off all other threads until the main thread finishes but since the main thread needs the data from the other threads for it to continue you get stalls.
