Question Will my MSI GeForce GTX 1070 TI run 240 hz on my new monitor?

Currently I have the MSI GeForce GTX 1070 TI and purchased a ASUS ROG Strix XG258Q 24.5” from amazon to use as a 2nd monitor. Im unsure if my current GPU will be able to run the new monitor to decent quality. Currently I have a ASUS 60hz POS monitor that can run my PC to max settings on Overwatch and COD.
Also, im reading reviews that if I use my current monitor as my 2nd screen than it can cause some "screen tearing" or something since they are both not the Hz rates. If this is the case, than ill be using just a single monitor. Also, any advice on a GPU upgrade would be helpful if its needed. I enjoy playing games on decent quality but I dont need max settings. My main concern is boosting my FPS for my shooters. Thanks for the help guys and I apologize for being an idiot, ive been into PC gaming for 4 years and still have very minimum knowledge about this stuff.
