Question Will the Thermalright Frozen Notte ARGB cooler work with this build?

My brother bought all of these parts except for the case and CPU cooler. Does this look like a sufficient enough cooler and case or are there better options. He is going for a budget build.

He's probably looking at spending $200 for both the case and CPU cooler. We usually buy off Amazon, New Egg or Best Buy. He is trying take advantage of Black Friday sales.
