Question X79 Motherboard cuts on then instantly turns off

I recently got a machinist x79 mobo and paired it with a 1650v2 and 32gb of ecc reg ddr3 the motherboard powers on for only about 1/5 of a second then lights shutoff when flick the power switch with my screwdriver. This is the second board I tired the first x79 mobo I ordered had a chip burning when I tried powering on. Also when a touch the bios switch with screwdriver it does the same thing lights up then shuts off. Any help with this would be appreciated.

Update your post to include full system hardware specs and OS.

Why are you using a screwdriver? What are the applicable reasons and history for doing so?

More information needed.
