Currently paying for 45 mbps from AT&T however only getting in the range of 5-10 mbps. Is this an issue with the ISP, line, or router? How can i fix this because these speeds are unacceptable.

For example say i want to go download a game that is only 2GB big. An error comes up saying i need to have atleast 80Gb of free space to download even though this game is 2GB. And i this on everything from 100MB and under up to 40GB downloads. Always says 80GB.
