Question 2080TI - 8700K Build, but my windows is slow and stutter!

Hello, let me first start with my pc specs

i7-8700k 4.8Ghz ( H100I v2 Cooler )
2080TI FE
32GB Corsair Vengeance Rams, 3200Mhz
Corsair RM850x Power Supply
SSD 1TB
HDD 3TB
Acer XB271HU 2k 165hz 4ms ( not sure why would you need to know this but just to clarify )

My pc is good while gaming but whenever i browse, Pause/Start youtube video, changing Spotify tracks, sometimes by pc stutter for some reason
I mean I have good specs, 32gb ram and a good cpu with ssd, why my pc stutter while browsing or watching youtube videos, or doing non-gaming things

For example: When i pause and start a video the youtube freeze for some seconds ( 2-10 Seconds )
While changing Spotify songs/tracks, sometimes its says spotify is not responding for a couple of seconds and turn back to normal, and some times its just freeze without saying Spotify is not responding ( NOT only Spotify, everything on pc except gaming, while gaming I guess everything is okay).

I tried to reset my software and install new windows, everything was fine for like a month and i had no problems, and then the same problem came back now.
