The DR4 will be quieter, but the stock 2700X cooler is an adequate offering and not particularly loud.
Unless you're prioritizing noise levels beyond anything else and have accounted for that in case fan selection, GPU cooler etc.... Then the ~$70 that you might spend on a DR4 may well be better spent elsewhere.
Since the 2700X ships with the stock cooler, try it out first. If you find it loud, upgrade it. If not, then you have an extra ~$70 in your pocket (or available for something else) .
