Asus Rampage IV Black will not boot

Flip switch on power supply and motherboard lights up, a couple seconds later fans start to spin then immediately stops. Computer will not boot up.

System specs:
-Asus Rampage IV Extreme X79 motherboard Black Edition
-Intel i7 4960X 3.6G 6C 12T 15M S2011
-G.SKILL Trident X Series 32GB (4 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400 (PC3 19200)
-Antec HCP-1300 Platinum 1300W ATX12V / EPS12V
-512GB 2.5 SATA III 840 PRO SERIES INTER SAMSUNG
-NVIDIA QUADRO K5000
-NZXT CASE CA-H630F-M1 H630 FULL TOWER 2
-Noctua NH-D14 SE2011 140mm and 120mm SSO CPU Cooler

Troubleshooting tried:
Unplugged everything from motherboard,
just CPU and power supply -same
one ram stick in primary memory slot -same
just 24 pin power connector on motherboard connected -same
used different power supply and connected 24pin on motherboard -same
connected CPU fan, 24pin PS, 8 pin PS, 4 pin PS, hard drive, GPU, -same
-switched Bios on MB -same
-updated Bios using update button -Same
-press reset and power button on MB and nothing happens
-checked CPU (removed and replaced) -same


When starting Q-Code LEDs display a few numbers before shutting down. These numbers have changed during different troubleshooting steps. Right now 14 and 19 display with is just initialization for CPU and PCH.

I am getting convinced the MB is DOA. Any suggestions?

I see. Just wanted to make sure. 4310 required. Here's what I suggest:
-take the board outside the case, connect all
1 x 24-pin EATX Power connector(s)
1 x 8-pin ATX 12V Power connector(s)
1 x 4-pin ATX 12V Power connector(s)
and start the board, CPU and CPU fan installed. If the CPU fan is spinning, then you have to flashback the BIOS.
But check firstly if spinning.

I only have one memory in at the moment and have the same issues. Will not start to boot. It seems that there is a short.

Ok. Fan started spinning and it did not cut off for the first time!! I've updated the BIOS using the BIOS update button on the motherboard and a USB jump drive. What next?

Plug in a GPU and Memory?

Yes it's posting. I am getting video too!!

I have nothing plugged into the case so maybe that is where the problem was.

So the next step would be to screw it back into the case? Or plug in the case 'reset Sw, power SW, and LED's, and speaker.

Screwed it back in with memory, gpu, and harddrive and it seems to be working fine. I still haven't connected the power SW and Reset SW but I guess I'll do that next. Thanks

Are you still around?

The motherboard or CPU seems to have failed. I've disconnected the motherboard from the case and followed your previous suggestion above and the CPU fans not spinning unless jump started by flicking.
