PC:
Motherboard: Asrock B550M Steel Legend
CPU: Ryzen 5 5600
GPU: 1660 Super
RAM: 2x8 Corsair 3000mhz, 2x8 HyperX 3000mhz
PSU: Aerocool VX Plus 500W (AE-VXP500)
OS : Windows 10
Storage: 2x Seagate 500GB, 1TB, 1x Nvme 500gb, 1x ssd 120gb
Headphones: HyperX Cloud 2

Hi friends, i have has an audio problem for a while now. There were a lot of power outages in my area recently maybe that damaged my psu or motherboard. I have full spike protection on my motherboard at least in Asrocks website it says. When i talk to my friends or listen to music i hear static/sizzle/electric sound whatever its called sound on my headphone. When listening to music when i increase or decrease volume i hear that sound. It also happens on high bass or something idk. I recently changed my headphone and tested it so problem is not in my headphone. I've done everything. So at this point it's either my motherboard or PSU causing this issue. It's been 4.5 years since I bought psu. Sorry for my bad english. Thanks.

Things i tried;
1. Changed os from W11 to W10
2. Reinstalled Audio Drivers from scratch on both w11, w10.
3. Changed pcie 3 to 2.
4. Disabled HD Audio Controller on bios.
5. Updated Bios.
6. Updated Windows.
7. Tested Headphone in other pc, mobile no problems.
8. Changed psu power cable.

Welcome to the forums, newcomer!

1| Where did you source the installers for the OS?

2| How did you reinstall them? In an elevated command?

5| What BIOS version are you on at this moment of time? Did you clear the CMOS after verifying the BIOS update was successful?

8| You mean the IEC cable from the wall to the PSU's rear? Did you try relocating to another wall outlet?

Headphones: HyperX Cloud 2
That's an USB driven headset, you might want to reinstall your chipset/USB drivers in an elevated command.

RAM: 2x8 Corsair 3000mhz, 2x8 HyperX 3000mhz
You should work with only one ram kit, not two different make and models of ram kits.

2| Using DDU.

5| P3.20. No i did not clear cmos after update. This problem existed before the bios update.

8| Yes and Yes. I purchased another one to test it out. It will arrive 2-3 days later.

Headphones: HyperX Cloud 2
I already did.

RAM: 2x8 Corsair 3000mhz, 2x8 HyperX 3000mhz
I know. The corsair one was little bit old so i didn't find them so i purchased HyperX one.

You should clear CMOS after any BIOS update. I would try shutting down the PC completely and flip the switch on the back of the PSU. Pull the CMOS battery out of the motherboard and hold down the power button for 30 seconds. Reinsert the battery afterwards, and reboot into BIOS. Change all of your BIOS setting to their preferred settings. See if that helped with the audio issue.

Thanks. I will try and write back.

The problem still persists.

That is unfortunate. I suspect that the audio chip or its supporting componentry on the motherboard were damaged, but that does not explain how the audio from a USB headset is affected. Maybe some other subsystem of the motherboard was damaged by the power spikes and brownouts. I know of a way to make sure this never happens again. You need an UPS. This will prevent sudden power loss from the grid and prevent brownouts from damaging components in the future.

Is it possible that bad capacitor on my psu causing this ? Because i read somewhere that this might be possible.

I honestly do not know, but its an easy test, get a known good PSU and swap it for a test.
They recently changed the transformer in my area, could that be the reason?
No. The power from your wall is either in spec and the PC works or its not and the PC does not turn on.
