[SOLVED] Bad FPS in almost any game - Please advise

Hi guys,

I will attach some screenshots of my Toshiba Satellite C55 A-1H1 laptop. The CPU and GPU usage does not go over 30% and the temperatures are below 80* or so.

I have tried League of Legends where the FPS is at maximum 30 and in Skyrim for example I cannot get over 25 FPS. Both games are running at the lowest graphic settings possible.

Here are my Specs:
Intel(R) Core(TM) i3-3110M CPU @ 2.40GHz 2.40 GHz
12 GB RAM DDR3 at 1600 MHZ CL11 1.35 V
Nvidia GeForce 710M 2 GB
Intel HD Graphics 4000
SSD Kingston 240 GB

At this moment I have tried to change my power settings according to plenty of Youtube videos, Windows is brand new, thermal paste is changed and the laptop was cleaned, the fan in constantly running at 1800 rpm, Nvidia graphics are set to best performance and 3D settings are set on it and NOT on the integrated GPU, disabled Game Mode from Windows, I'm using Razer Cortex for Boost, disabled the DVR from registry, Windows is Up to date and also the drivers, no viruses or malwares.

Can you please advise what I can do ? I'm not asking to run the latest games but these old ones has to be ok while playing.

I`m not asking the latest games. I want to play some old one like Skyrim and LoL which do not requiring better specs. I think those 2 games should work at least in 60 FPS
Current what i meant is your game you are mentioned, i have a friend who used to play on a i5 2410m + gt630m iirc, the skyrim wouldn't even touch 60fps at best (mostly 40ish at best with avg of 34fps low settings, we tested it together 5 yrs ago).

It is not "i think" should work on 60fps, it is how less compute and graphical power you have to run minimum 60fps.

Those specs were not pretty good enough for current games.

Ok. In this case this is a piece of garbage and I will buy another one :)
I did my best to save it but since it`s too old I have to replace it. Thank you.
 
I understand you already have your answer, but just for your reference, a Nvidia GT 1030 (basically the cheapest newish GPU you can buy from Nvidia today) is four times more powerful than your 710m. And if you think that's something, than you'll be surprised to know that even the integrated graphics that ships with a desktop-class 11th gen Intel CPU (UHD 750 integrated graphics) is about as powerful as your 710m. So yeah, computer hardware has come a long way in the last few years and you are definitely due for an upgrade.

Also, keep in mind that you i3-3110m is only 2 cores and 4 threads; even older games with low hardware requirements don't run very well on anything less than a 4 core CPU.
