My friend is upgrading and wants to know the best gpu he can get from €250-300 ?

wait for the 3060 release maybe? Or at least for the prices on existing lineup to inevitably drop once the new one firmly arrives, Black Friday will come quite soon as well. So my general advice is to wait a couple of months, now is not the good time to upgrade.
