[SOLVED] Buying or upgrading PC. What parts do you think would be the best option for me, given the details below?

I am looking to run and record games such as Minecraft w/shaders and Cities: Skylines to start, with possible expansion into more AAA titles depending on what I can afford. At the moment my PC struggles with any screen recording, but especially when gaming. I use OBS and perhaps I could optimize the way it records, but I'm not sure how to do that at this point. I am open to suggestions as I am new to screen recording.

Regardless, I believe I need new components at least, as my PC was built in 2013. Here are my current PC specs. In addition to what is listed here, I have also upgraded the 60GB SSD with a 250GB SSD on which the operating system (Windows 10) and most programs are installed. I have also added an additional 2TB of HDD storage.

I am not looking to spend more than $500 CAD on upgrades, or $1200 CAD on a new PC. I spent about $1000 CAD on my initial build back in 2013, but understand that given recent developments in North American trade as well as high GPU demand, I may need to spend more for parts now in 2021.

My biggest concern is largely around motherboard compatibility and power supply. If I buy a new CPU and/or graphics card, is it likely that the system will still work properly?
What kind of GPU or CPU should I buy?

Thanks for the help! It's too bad graphics cards are so expensive RN, but I'll check out these parts.
