Question Cpu maxes out at 81% or 91%

My cpu maxes out at 81% or 91% usage and i dont know what causes it i have a 700w psu and the power settings are turned up to max its not the temp Please any help?

Specs:
Cpu: Core 2 Quad Q9550 2.83 (OC 3,65Ghz)
Mobo: Asus Rampage Xtreme
Gpu: Gtx 780 Ghz edition 3gb
Psu: Thermaltake 700w

Well, that is odd. Have you set any affinities or messed with the priorities?

After a fresh reboot I see. Maybe check for any programs that might be reserving a chunk of CPU time. Could be malware that is actually using the CPU and just not reporting it to Windows.

Do idle temperatures look correct?

Is the maximum CPU state set to 100% in the currently active power management plan?

Everything else seems fine, that's the only thing I can think of that would arbitrarily set a ceiling on CPU clock/usage.

idle temps are ok around 38°C
