Hello and sorry in advance for the naive questions, I'm absolutely new to this.

Received a PC as a gift with very decent specs but a bargain-basement graphics card, so I'm trying to update that. Power supply is a Corsair CX450. Graphics card is an MSI GeForce GTX 1660TI.

Here is where the graphics card should receive power: link.

And here is what I seem to have available from the power supply: link.

Is it safe to power this graphics card with my current power supply? If so, what cable should I be looking for to get the job done?

Yes, the CX450m should be able to power a 1660ti.

Did the pc come with any cables that look like they have 8 pins on ine end and 6+2 in the other? The power supply should have came with the correct cables.
It's very possible the power supply did originally come with a cable like that, but nothing I see (besides maybe a cable currently powering a component) fits that description. The original graphics card was cheap enough to need no more power than the slot would provide, so the students who built it for me may have kept any unused cables to use for a future project.
