Hello, I have an 60hz Philips monitor, and planning to buy 144hz one.
I want to use 144hz one as a main monitor and 60hz one as secondary monitor. Both connected via HDMI.

Would it be a problem?

My specs:
Ryzen 7 2700x processor,
Radeon RX580 8GB,
KINGSTON HyperX 16GB RAM 3200mhz

It won't be a problem for basic work. You might have issues while gaming. I had a 1920x1080 and 1680x1050 connected via HDMI to the R9 285 and even though the 1920 was my main monitor, I would have issues gaming. Easy fix would be to unplug the lower Hz one if you decide to game.
 
What is the make/model of your graphics card?
Many RX580 cards will have only one HDMI output.
What is the make/model of the monitors involved?
What inputs can they handle?
What is the intended resolution?
Higher resolutions may require higher levels of HDMI to run at max speeds.

I would use 60hz one just as a second desktop so that i can see whats happening on desktop while im playing the game on a 144hz one.

Thanks so much for the info about RX580 cards, can i use display port to display port then for the older monitor?
