Question Games always have fps issues

Specs:
Ryzen 3 1300x OC 3.82ghz
XFX RX580 8gb GTS Black Edition
8gb Geil EVO Potenza DDR4 2400mhz

I always have issues in my games with fps. I can never, EVER get good fps consistently. For instance, on r6s, i would get 115-160fps on the map house with my settings. The next time I play on house my fps would be 40-110fps and be constantly stuttering/dropping. Even audio glitches would occur. This annoys me so much because I play competitively and it ruins my experience a LOT. I have a 144hz 1ms monitor, and i only get to use it's full potential sometimes. Like it's so drastic in fps change that I am sadly not even fully used to 144hz and every time that it does happen i flip out a little because of the smoothness. I have tried using different in game settings, different overclock settings, stock settings, uhd texture pack on and off, cleaning my whole pc, replacing my gpu's thermal paste, i've tried it all.

Answers before questions (just in case)
Yes i do have 144hz enabled in windows settings

Yes i constantly update my windows and my gpu drivers

Yes i update my bios when there is a new bios update

No it's not just on house. On villa i used to be able to get 120fps+ with ultra settings, now i can barely pull 110fps with constant stutters on lowest settings possible. I really need help.

I have done multiple adware and malware bytes runs, on top of everything else.

Please just help! Any suggestions please!

also making this thread was so stressful, I had to take a 5 minute brain break just because of how stupidly this is setup. When i try and click somewhere in the text to delete/fix/add a word it chooses the letter/character's spot and i deletes as i type, such a clusterf***.

Block might be caused by open programs, bottom right start bar check what is open and close what is not necessary, if your anti virus is set to game mode change it back system mode is useless without thread counters and these are not available from A/V , heating problem possible maybe second fan externally to remove cling heat this sometimes helps and also improves local pc environment, check your hardware seatings, make sure your gpu is seated properly they easily jar out of place and also that cpu fan is clean make sure physical memory is set to full. logical checklist all items you can
