I recently upgraded from a GTX 960 to an RTX 2070 and ever since my GPU Usage while under load is like 20-30%
Is there anyway of increasing it without upgrading other components?

CPU: i7 3770
RAM: 16GB DDR3 1600mhz
PSU: Corsair 650 Wats
MOBO: Some old intel one

Edit: I generally use my PC for Gaming, games like Skryrim, Fallout, Rust and so on

It should be lower. A better graphics card means that it has a better working capacity. For example, if a game took 90% usage on the GTX 960, it may only use 30% on an RTX 2070.
If you aren't getting good performance, there'd be a problem.

Everything is in working order. GPU doesn't have to work at 100% all the time while gaming, that's more for things like bitcoin mining. Those aren't exactly the most demanding games and considering your GPU is very capable, it doesn't need to use all of it's potential for the game, which results in cooler operation and less electricity used as well.
